Overview & Description:

The Compliance Officer is responsible for supporting the implementation, monitoring, and continuous improvement of Orange Liberia’s compliance framework. The role ensures effective identification, assessment, and mitigation of compliance risks, while reinforcing internal control mechanisms, regulatory adherence, and ethical standards across the organization.


The Compliance Officer works closely with operational teams to integrate compliance requirements into business processes, supports risk mapping initiatives, prepares management reporting, and promotes a culture of integrity and accountability in alignment with Group standards and national regulations.

Responsibilities:

Compliance Risk Management & Monitoring:

  • Support the development and update of corruption and compliance risk mapping.
  • Monitor execution of compliance-related control plans across departments.
  • Prepare and maintain the compliance risk-monitoring matrix. • Identify emerging compliance risks and recommend mitigation actions.
  • Assist operational teams in implementing preventive and corrective measures.

Internal Control & Governance Oversight:

  • Supervise deployment and effectiveness of compliance controls.
  • Ensure documentation and analysis of past compliance incidents.
  • Contribute to strengthening segregation of duties and traceability controls.
  • Support audits and internal reviews related to compliance matters.
  • Present periodic compliance reports to the CCO and Executive Management.

Regulatory Compliance & Policy Integration:

  • Monitor legal and regulatory changes impacting Orange Liberia.
  • Ensure internal policies and procedures are updated accordingly.
  • Integrate compliance requirements into operational processes and tools.
  • Support implementation of Group compliance directives and benchmarking initiatives.

Reporting, Documentation & Tools Management:

  • Collect compliance-related data from business units. • Prepare compliance dashboards, reports, and Group submissions.
  • Maintain digital compliance records within designated systems (e.g., AGIR tool). • Contribute to automation and reporting process improvements.

Awareness & Capacity Building:

  • Support delivery of compliance training and awareness programs.
  • Promote a culture of ethics, integrity, and risk awareness across departments.
  • Provide guidance to staff on compliance-related inquiries.

Key Performance Indicators (KPIs):

  • Timely update of compliance risk mapping
  • Completion rate of compliance control plans
  • Compliance training coverage rate
  • Timeliness and accuracy of compliance reporting
  • Closure rate of identified compliance action plans
  • Reduction in recurring compliance incidents.

Requirements:

Education:

  • Bachelor’s Degree in Law, Audit, Internal Control, Accounting, Finance, Taxation, or related field.

Experience:

  • 3–4 years’ experience in Compliance, Internal Control, Fraud Risk, or Audit.
