CHI is dedicated to ensuring improvement in Maternal and Child Health. Our program focuses on enhancing the quality and effectiveness of health care services. Our Maternal and Child Health (MCH) programs are geared toward improving the health and well-being of mothers and children through various interventions, such as prenatal care, postnatal care, immunizations, and nutrition programs and strengthening WASH governance.
These programs play a crucial role in ensuring the delivery of high-quality healthcare services to vulnerable community members, ultimately contributing to improved health outcomes in Liberia.
In January 2026, CHI entered a partnership with WaterAid Liberia under the Strengthening Wholistic and Inclusive Systems for Health (SWISH) initiative. The project aims to strengthen health systems as a foundation for advancing health rights, quality RMNCH services, and gender-responsive WASH integration in Todee and Careysburg Districts.
The partnership objectives are:
Overview & Description:
The Project Officer will play a critical field-based role in supporting effective implementation, coordination, capacity strengthening, community engagement, monitoring, and advocacy to achieve the objectives of the CHI-WaterAid partnership.
Responsibilities:
1. Project Officer will:
- Support the planning and day-to-day implementation of SWISH project activities in Todee and Careysburg Districts.
- Ensure project activities are delivered in line with approved workplans, budgets, and timelines.
- Support coordination with WaterAid Liberia and relevant government stakeholders to ensure alignment with programme objectives.
- Contributes to routine monitoring, learning, and adaptive management of project activities.
2. Leadership and Capacity Building
- Support training, mentorship, and supportive supervision for health stakeholders, community volunteers, and health workers on WASH in health systems
- Promote leadership of women, adolescents, and Persons with Disabilities (PI-WDs) in promoting and advocating for quality health and WASH services.
3. Community Engagement:
- Conduct assessments of community needs and barriers to access WASH services.
- Facilitate community sensitization campaigns on the importance of inclusive and gender-responsive WASH services.
- Facilitate community entry and engagements
- Lead community sensitization and behavior change activities focusing on WASH, maternal health, gender equality, and social inclusion.
- Strengthen community participation in accountable and rights-based health and WASH governance structures.
4. Collaboration and Networking:
- Build and strengthen relationships with the Ministry of Health (MOH) and District authorities to enhance integrated planning for WASH.
- Support multisector coordination platforms that integrate health, WASH, and gender responsiveness.
- Build and maintain strong working relationships with the Ministry of Health (County Health Teams), district authorities, and health facility leadership.
- Support multisectoral coordination platforms that integrate health, WASH, gender, and community voices.
- Facilitate linkages between community actors, health facilities, and local government structures to enhance integrated planning and service delivery.
5. Data Collection and Analysis:
- Assist the MEAL team in conducting mapping and assessments of service delivery to inform evidence-based planning and policy development.
- Support CHI's MEAL team to monitor and report on project indicators related to gender-responsive health data systems and WASH integration.
- Support documentation of lessons learned, best practices, and community feedback to inform adaptive programming and policy dialogue.
6. Advocacy:
- Advocate for the integration of WASH into maternal health and health promotion strategies on a national level.
- Engage in influencing moments to promote the importance of WASH services in achieving health rights for vulnerable populations.
7. Reporting and Compliance:
- Prepare timely, high-quality progress reports and activity updates for periodic submission to the Program Coordinator/Manager.
- Support sound financial management at the field level in line with approved budgets and organizational policies.
- Ensure compliance with donor (WaterAid) and CHI requirements, including safeguarding, gender equality, and accountability commitments.

Gender Equity, Diversity & Social Inclusion (GEDSI)
Integration
- Apply GESI principles across all ASH interventions, ensuring accessibility, safety, and dignity for all community members.
- Identify and help address barriers faced by women, persons with disabilities, and marginalized groups in accessing WASH services.
- Promote meaningful participation of diverse groups in community engagement, training, and decision-making processes.
Requirements:
- A bachelor's degree in public health, Development Studies, Social Sciences, or a related health field, with at least three years of relevant work experience
- Demonstrated experience working in a similar position with the Ministry of Health, particularly the Montserrado County Health Team, the District Health Team, and Health Facilities. Diploma in a health-related field with at least 5 years of practical experience implementing similar projects
Skills and Experience:
- At least five (5) years of progressive experience in project implementation within health, WASH, SHR, or related development sectors.
- Proven experience supporting multi-sectoral and gender-inclusive initiatives.
- Strong experience in community engagement, facilitation, and capacity strengthening.
- Experience supporting data collection, reporting, and MEAL processes.
Skills:
- Strong leadership and capacity-building abilities with a focus on community engagement.
- Excellent organizational skills, with the ability to manage multiple tasks simultaneously.
- Proficient in data collection and analysis, with experience in monitoring and evaluation practices.
- Strong communication and advocacy skills, with the ability to engage stakeholders effectively.
